Flying without an operations manager – it’s possible here too!
Heading off to the North Sea at sunrise? Or landing late in the evening for refuelling?
From 15 September 2026, this will also be possible here! The North Bavarian Civil Aviation Authority has approved the operating regulation ‘Flying without an airfield manager’. This applies whenever there is no staff present at the airfield outside the published operating hours. This means that flight operations for aircraft with a MTOW of up to 2 tonnes are possible without any problems, even during off-peak hours, provided the pilot gives sufficient advance notice.
On this page, we explain the regulations and the procedure itself – what a pilot must do before take-off and landing in order to make use of this service.

FAQ: Operating Regulations
“Flying without an airfield manager” is a mode of operation in which the airport does not provide any staff . Consequently, the pilot is personally responsible for deciding whether to land or take off at the airfield, in accordance with the applicable operating regulations.
The ‘Flying without an Airfield Manager’ procedure is, in principle, only possible outside the airport’s regular published opening hours, or during opening hours if the airport operator is unable to provide staff and has been exempted from the duty to operate (please note NOTAMs!).
For Hof-Plauen Airport, this applies in particular to the periods from SR-30 until the start of operations or from the end of operations until SS+30, during which operations take place on a PPR basis and no staff are present.
The following flights are not permitted are not permitted:
• Flights with aircraft and rotary-wing aircraft with a maximum take-off weight (MOTW) exceeding 2 tonnes
• Commercial flights requiring RFFS in accordance with NfL 2023-1-2792
• Circling flights before 9.00 am and after 8.00 pm local time
• IFR flights (without a change in flight rules)
• Flights at night or before/after SS+30/SR-30
• Flights on snow-covered and/or icy airfield surfaces
• Flights to/from third countries, as well as flights serving the purposes of police and/or customs entry into or exit from the EU economic area
There is no option for the pilot to activate the runway lighting

Any other air traffic carrying an active transponder or Flarm and not listed in the above-mentioned negative list is therefore permitted.
YES. Training flights are permitted, provided they are carried out using aeroplanes with a maximum take-off weight (MTOW) of up to 2 tonnes.
Please note: Circling flights are only permitted between 9.00 am and 8.00 pm when flying without an airfield manager! Night-time flights are also not permitted (furthermore, the airfield lighting cannot be activated by radio).
The approved operating regulations are not restricted to pilots based at the airfield. In principle, anyone may make use of these operating regulations . Aircraft with a maximum take-off weight (MTOW) of up to 2 tonnes and fitted with an active transponder or Flarm are permitted.
The airport fulfils its duty to ensure air safety and maintain proper operations by carrying out at least one runway inspection daily and documenting this in a Runway Condition Code (RWYCC) . The code is specified for each of the three sections of the runway
The RWYCC specifies the following parameters:
- ICAO identifier of the aerodrome
- Date and time (LCL)
- Inspected, active runway direction
- Condition code according to ICAO
- Degree of contamination as a percentage
- Depth of accumulated precipitation
- Type of precipitation
- Available runway width in metres
The current RWYCC is automatically published on the website’s home page under NOTAMs and weather information.
If the last status report was issued too long ago , the pilot is obliged to check the condition of the runway themselves! (Check before take-off/landing)
Before take-off or landing, you must also submit the declaration of consent once and make a PPR request for the flight!
The following procedures apply on arrival and departure:
- Switch on the transponder/FLARM/ADS-B (automatic flight tracking)!
- Always fly in and out via the published mandatory VFR reporting points!
- Send blind reports by radio to other air traffic participants!
- After landing, clear the runway via taxiways as quickly as possible!
- Parking of aircraft on the apron is only permitted at the designated positions!
- If the aircraft is to be parked on the apron for an extended period, it must be secured against rolling away and unauthorised access!
- After parking (if no further take-off is intended), leave the apron via the exit.

Before take-off or landing , the following is mandatory:
- Submission of a one-off declaration of consent ( see Downloads) regarding the operating procedures.
- Submission of a PPR request in good time (at least 2 hours before arrival or departure) via the online form on our website
We use JetVision and our aerops billing software for automated flight tracking.
JetVision detects flight movements via the active transponder or Flarm and automatically transfers this data to our billing software.
An arrival or departure under the ‘Flying without an operations manager’ operating rule is therefore only permitted with an active transponder or Flarm!
Billing takes place
- via an invoice request through the aerops app
- via the customer account set up in the software (direct debit or invoice by email)
- invoice by post
For this purpose – provided no customer account already exists for the aircraft – the address details provided in the declaration of consent will be used.

The emergency plan can be found in the following locations:

- On the metal box containing the first-aid kit behind the AVGAS petrol station

The emergency equipment and fire extinguishers are located on/in the metal box behind the AVGAS petrol station. Inside the metal box, you will find the following equipment:
- two portable fire extinguishers, each with 9 units of extinguishing agent
- two portable fire extinguishers, each with 15 extinguishing agent units
- First-aid kit in accordance with VK DIN 14142
- a pry bar and cutting tool (e.g. ‘Halligan tool’)
- a seatbelt cutter
- one fire axe (spark-free in accordance with DIN 14900)
- a pair of hand-operated tin snips
- a hand-operated metal saw
- a long-handled bolt cutter and a wire rope cutter
- a pry bar with a handle (DIN 14851)
- two blankets
- 2 pairs of cut-resistant gloves to DIN EN 388
When “operating without a site manager”, no additional fire safety measures involving staff or vehicles will be provided!
In the event of an incident, please follow the emergency plan, attempt to extinguish fires and save lives. However, do not put yourself in danger in the process!
At the start or end of a shift, the duty operations manager or air traffic controller shall announce the handover via radio using the following message:
“Tower Hof to all: Control zone is activated” or “… deactivated”

Outside opening hours, only the minimum requirements for rescue equipment for non-commercial flight operations are provided.
ICAO fire safety equipment is only provided during opening hours.

Customers who have a fuel transponder can refuel at our petrol stations at any time.
If you do not yet have a fuel transponder, please feel free to send an email to accounting(at)airport-hof.de to request one. A deposit is required for the transponder.
